Visible Safety Leadership Occupational Health and Safety (OH&S) is one of our core values and we are committed to strive for “Zero Harm” to people. We believe it is one of the most important criteria to become “Most Sustainable” company. To achieve this we have adopted appropriate technology with stringent operational control practices across all our operations.

As a part of structured approach, the Company has reviewed its past OH&S performance and decided to continue with its previous Objectives and Targets with addition of few more key actions. The key activities undertaken during the year are as follows:

1)
Increase visible leadership in OHS by the Line Management.
  • To achieve this objective OH&S is integrated into ‘People Power’ initiative
  • One OH&S Wave per site developed based on the targeted FPE’s in all the operational sites
  • Integration of OH&S requirements in existing SMP/SOP
  • Weekly OH&S performance review meeting in integrated plants, grinding units and terminals. OH&S has to participate in PD’s on daily basis.
  • Peer Review at all operational sites conducted by line managers as per Holcim Peer Review methodology, total 18 such meetings conducted during the year.
2) Reduction in incident severity in identified Fatality Prevention Elements was implemented with a target to achieve 40 – 60% level and assessments of which was carried out through an external certifying agency.

3) Formal OHS management system which is aligned with Holcim OHS Pyramid System and other directives had been established
across the organization. All sites were assessed for implementation of the 19 pyramid elements through an external certifying agency.

4) To ensure no reoccurrence of fatal incidents within the organization, effective steps were taken based on the incident investigation reports, for fatalities reported within ACL since 1 January 2008, potential fatalities reported within ACL and fatalities reported within Holcim (On site) since 1 January 2012 as applicable. Total 213 key learning points were identified for implementation

5) Reduction in Risk Exposure through application of OHS Management system under which following actions were initiated:
  • All operational sites were targeted for achieving 19 OH&S pyramid blocks green. Interface and integration of ACL OH&S Management System with MAC and AFR OH&S (ACert requirements) in OH&S management System was established.
  • Road Map for implementation of OHS directive for Contractor Safety Management System for Category 3 contractors was initiated.
  • Process for integrating OH&S requirements during planning and execution of shutdown to ensure that ACL OH&S Management System is followed during shutdown Risk assessment is also conducted for all activities during shutdown.
  • Improvement for each operation to reduce high risk activities related to targeted FPE’s through application of Engineering Control Measures in designs and automation.
  • Process safety audits for all coal handling and milling system along with action plan to address audit findings. Structural integrity surveys conducted at all the sites.
  • Compliance to structural integrity survey findings as per plan
  • Compliance to Process Safety Audit findings
6) Establish risk specific and competency based trainings as per the requirement of targeted Fatality Prevention Elements and other OHS directives. Competency Program Piloted in ACL (Regional HGRS OH&S Initiative)

Pyramid System
The Company is committed to continuous efforts to reduce OH&S risks through integration of OH&S requirements with other business processes. External pyramid audit was completed across all plants of ACL by Det Norske Veritas AS (DNV), total 17 blocks were assessed green and 2 blocks yellow for the year 2012.

Fatality Prevention Elements
We have well integrated the Fatality Prevention Elements (FPE) with our OH&S management system. It’s a series of OH&S standards developed by Holcim to address the common hazards associated with Fatal Incidents.

The Fatality Prevention Project is not a separate safety program. The elements are designed to complement the application of the OHS Pyramid elements for Hazardous Work activities

During the year, we targeted implementation of following Fatality Prevention Elements:
  • Working at Height
  • Isolation and Lockout
  • Vehicle and Traffic safety
  • Machine guarding
  • Working at Height,
  • Hot Work.
  • Lifting & supporting load
Baseline audits were conducted through an external agency for assessing the implementation of 6 identified Fatality Prevention Elements.
